There is a bug with Tuskarr natives, that my fellow players have observed. When going to some areas, I will begin to phase through the ground to them. However, I do not see this client-side (My end). It has been described to me as "Rubber-Banding through the ground and back up again." Most notably, this happened when I was in one of the old Ice Caves within a phased Flatlands.
