What does it mean 'alliance bounty'? Does this mean the alliance has placed the bounty, or they're simply members of the alliance whom the horde placed a bounty on? From what I understood each of the three alliance are officers in the Alliance military guild that controls Ravenholdt.

Great read, and sadly so very true. So often do you have people completely ignoring the setting of the game for their own ends. Many of these people are ignorant of the lore and setting, and just here to enjoy themselves.
