A Request [Coat patch for all races]

So i know there was a coat patch that worked for all races, but sadly that broke the moment 8.3 popped in, So my request is... can there please be a fix or a new one?, also it allowed you to combo the coat with shirts beneath so you weren't forced to have the kul'tiran shirt beneath it constantly.
