Timed/Random Weather

While fiddling with the weather options for my phase, I was wondering if having a timed/random weather system would be possible?

I have no experience programming within a game, but I imagine that it could be possible by using random variables set on a timer.

If the randomizer hits 1, that could equal heavy rain, if it hits 4 maybe we get a sandstorm. Could go so far as to set parameters for what kinds of weather you can have in a single zone. The command could be like the NPC outfit command: .ph shift weather random 1 2 3 4 5 6 7. For timed weather, it would probably get more complicated. Maybe limit it to something simple like... .ph shift weather timed 1 [NOON] 2 [MORNING] 5 [NIGHT].
