Custom NPCs Sink

I doubt this is truly a "bug", but it is problematic when trying to set up aquatic scenes and my fish just hit the seafloor.
But more than that, there are some NPCs I'd also like to spawn while flying, but cannot as they just hit the ground beneath them.

So perhaps a ".npc spawn # fly" command, if possible, could be added. This could also assist in avoiding npcs falling through custom placed gobjects that spawn too late.
