You start off with the command: .ph forge npc create "display ID" and go from there, be sure to do '.ph forge npc outfit race' after that to set the race, else it will revert to default human everytime you edit something. Unless you plan to have the npc only be a display ID of course.

The following command only prompts the helptext and does not seem to give NPC's random gender on spawn:
.ph forge npc outfit gender random
Only loops and returns this message:

Changes the gender of the forged NPCs. $gender can be male, female or random.

From what I can see, and have tested, armour that is faction specific like [Illidari Shoulders] (Horde) are not possible to equip for the opposite faction.

Yes, you can also do: '.ph forge npc list' to get a list of all your custom NPC's (that you have created in your phase or on your character I believe).
As for displayID, if you intend to have the NPC to be any of the default races it is generally irrelevant, only useful (in my opinion) should you have an interest for your NPC to display as a specific character already outfitted and equipped, otherwise you equip your NPC via the commands etc.
