.npc scale does not function on forged npcs

• Type of Bug: Command

• Description: Using .npc scale or .ph forge npc scale does not work on NPCs with custom displayIDs.

• Evidence (Chat message/Screenshot): here

• Steps to reproduce: 
Forge an NPC with a custom display, e.g. .ph forge npc outfit race 1.
use .npc scale, or .phase forge npc scale

• Expected result: The NPC should shrink or grow.

• Observed result: It don't

• Reproduction rate: 100%

• Additional information: I'm revamping the rest of my threads with this format I guess.
