Character ignore function not working properly

Type of Bug: Ignore function issue

Description: Starting today around 0300 GMT-7, a majority of the characters I am attempting to put on ignore are throwing the system message "X is already being ignored." However, they are not showing up on my ignore list, nor are they functionally being ignored in the game. I am still receiving their chat inputs. This has happened when attempting to ignore multiple characters.

Steps to reproduce: Removed entire ignore list and re-added each manually, assuming a rename or restoration problem. Same flag gets thrown.

Expected result: An server-side update to the ignore list.

Observed result: Some characters seem to be 'immune' from the ignore function in totality.

Reproduction rate: Intermittent

Additional information: I do not have a total of 255 total ignores or additions to my friends list, even combined.

Minor update: server restarts and crashes seem to help refresh the ignore list for some reason.
