[Spell] Re-Enable Water Elemental

Hello, Simple request to allow a single pet spell, Summon Water Elemental,

Spell ID: 31687

This would enable us to morph the water elemental into whatever our desired pet might be, like on Paragon, If accepted, please also have every new character auto learn it.
